Noctowl used to be a contender for S Tier but struggles against common threats like Carbink and Galarian Stunfisk . Sableye is simply the safe swap in the meta , with only the democratic Fairy character around to threaten it back .

B Tier
This level is full of Pokémon that have undecomposed matchups all around but lose key matchups in the tier above it . Altaria , for example , might be higher if not for all theWalreinand Dewgong in the meta . Bastiodon is a great Flying - type sideboard that gets outclass by Galarian Stunfisk and Registeel . There are also oodles of solid assailant in this part of the Tier List , like Scrafty , Shadow Poliwrath , and Lickitung .
C Tier
It ’s really easy to feel bad for some of these Pokémon . Trevenant , for deterrent example , used to be around the S Tier before a reasonably gruesome nerf . Vigoroth is commonly a great Normal character , and yet it ’s getting outpace by Lickitung . Charizard is a hard Pokémon to put in particular since it has a really gamy legal injury output but is held back by a 4x weakness to Rock . Azumarill is another Pokémon that used to be rank way higher .

D Tier
This is certainly a big level , but it ’s also an important one . If any flight simulator out there wants to dig for a Pokémon below , they really need a strong strategy to make it act . On the other hand , while those Pokémon do n’t have the most matchups , they can still accomplish important character on team .
Thanks to their typing , Skarmory and Jellicent are still some of the right safe swap out there . There are also some decent fairies to pick up here in Tapu Fini , Clefable , and Alolan Ninetails . Meganium , Chesnaught , and Venusaur are three bulky Grass Types , each with access to Frenzy Plant . So , it ’s not like pick a Pokémon from this Tier is a unfit thing — it should just be supported with some of the higher tier Pokémon .
